INTRODUCTORY

 

BACK GROUND NOTE ON ESIC MODEL HOSPITAL, BELTOLA, GUWAHATI (ASSAM)

 

The ESIC Model hospital is located in the eastern most corner of the Guwahati city, adjacent to the borders of the State of Meghalaya. The state capital Dispur is located about 4 km. away and the Guwahati Railway Station is approx. 12 km and the Regional Office, ESIC, Guwahati is about 11 km from the hospital. The hospital is well connected by Road with the remaining part of the city.

The hospital was constructed in the year 1982-83 and commissioned on 1985. The total area of the hospital land is 15 bighas 12.5 leachas with a plinth area of 5289.02 m² (Residential) and 2813.01 m² (hospital building). The entire expenditure for the hospital infrastructure was borne by the ESI Corporation. A total 74 nos. of staff quarters are available in the hospital - Type B = 44 nos., Type C = 24 Nos. & Type D= 6 nos.

Initially, the hospital was run under the ESI Scheme, Govt. of Assam. At present the hospital has been taken over by the ESI Corporation w.e.f. 04.04.2003 and the employees of the hospital including Doctors and Paramedical staff has been absorbed in the ESI Corporation w.e.f. 01.01.2006.

ESICModelHospital, Beltola, Ghy is the only ReferralHospital in entire NE Region for the ESIC clients. Initially, the clients of the state of Assam were only getting the medical treatment from this hospital but in a phased manner the clients of other North Eastern States like Meghalaya, Nagaland and Tripura are also getting the medical treatment from this hospital. Further, to provide Super Specialty and Multi Specialty Treatment for the clients adequate tie up arrangement has been made with 8 (eight) nos. of  reputed medical institutions in the state.

There are 6 blocks in the hospital which are inter-connected with one another. These blocks are as under.

  2. OT Block
  3. Lab. & Stores Block
  4. Administrative Block
  5. Indoor Wards Block
  6. Kitchen Block

 

Total no. of beds is 50 at present. But in view of increasing trend of bed occupancy, Hqrs. Office has approved further extension of the hospital with 100 beds. It is expected that very soon this hospital will be converted into 100 beds for providing medical treatment for the clients of 34 nos. of implemented centre.

  1. Grievances Redressal Machinery:

The Grievances Redressal Machinery is functioning and a register is being maintained properly under supervision of a medical officer. Any complaints receipt is look into and settled at the earliest.

 

  1. ISO Certificate (Status): ISO 9001-2008 QMS Certified on 11.05.2010, New certificate is under process.

 

  1. 10.  Mention any issues, pending at hqrs for decision / approval/ instructions etc.
    1. Immediate reconstruction and up-gradation of the existing hospital from 50 beded to 100 beded, A large no. of communication made to hqrs without any result.
    2. Early decision of VRS of Dr. D.C. Borbora.
    3. Decision regarding acceptance of resignation of Dr. S.K. Biswas.
    4. Decision on unauthorized absence of Dr. W. Khamrang.
    5. Recruitment of medicine specialist after VR of Dr. D. Konar.
    6. ACP/MACP cases of some absorbed employees.
    7. Sanction of 3 additional pharmacist.
  1. Problems faced by Hospital & Suggestive measures:

With the increase of IPs & Clients both in OPDs and Wards, the existing outdoor and indoor space is not sufficient to accommodate the increased trend of IPs turnover. In this regard the process of construction of new hospital building which is under active consideration of Hqrs. Office may be kindly be expedited.

 

  1. Addition of new departments like Psychiatry, Chest, ICUs, NICU, blood Bank etc.
  2. New equipments to be installed:
    1. GI endoscopy,
    2. ECHO Cardiography,
    3. Haemodialysis unit,
    4. Arthroscopy,
    5. Impedence Audiometry
    6. Phaco emulsification
    7. Auto refractor with keratometer
    8. CR Radiography
  1. New lab investigations to be added
    1. Hormone test, T3T4, TSH, FSH, LH etc.
    2. Tumor markers
    3. Cardiac markers
    4. Microbiological test
  2. Separate OT for Orthopedics, Modular OT

Constraints of ESIC Model Hospital, Guwahati:

  1. Inadequate OPD spaces.
  2. Insufficient Manpower.
  3. Inadequate sanitary facilities.
  4. Lack of Canteen Facilities.
  5. No separate sick room for doctors and staff.
  6. No additional staff for manning facilitation centre/enquiry counter.
